“吃空饷”人员 Phantom workers
Phantom workers, or ghost workers, refer to fake employees and those who have left positions but continue to draw salaries in government jobs. The Chinese central government’s sweeping fight against corruption has led to an unprecedented crackdown on so-called phantom workers in local governments and companies supported by public finance. Phantom workers are created when government leaders place their sons and daughters on the books, creating “child officials” who collect a pay check while still at school. They can also be government officials who have already been transferred but still receive salaries from their former roles. Some government officials use their influence to help their families and friends get a job. And even though they do not show up for work, they can still get paychecks because people who know about the situation often lack incentives to become a whistle blower.
